The reported UAE warning before October 7: what is alleged, denied and still unverified

A consequential new claim about the days before October 7 has entered the public record, but it is not yet a settled fact. Haaretz reported that UAE President Mohammed bin Zayed personally warned Prime Minister Benjamin Netanyahu roughly 10 days before the Hamas-led attack that Yahya Sinwar was planning a major operation against Israel.

The strongest corroboration currently available is still source reporting rather than a released primary record. An Emirati source familiar with the conversation told The Times of Israel that the call and warning occurred. Associated Press separately reported the allegation and the Israeli denial. Those reports make the claim significant and documentable, but they do not provide a recording, contemporaneous memorandum or authenticated call record.

Netanyahu's office has issued a categorical denial, saying no such warning was given and that Netanyahu did not speak with the UAE president during the relevant period. On September 9, Netanyahu repeated that denial and said he intended to sue Haaretz. That is an attributed denial, not independent proof that the reported conversation did not occur.

The UAE Foreign Ministry responded without confirming or denying the specific conversation. Its September 8 statement said the UAE does not comment on media reports or speculation about conversations between government leaders and added that relevant intelligence is communicated between the appropriate entities when necessary. The statement therefore establishes the UAE's public position but does not resolve whether this warning existed.

If authenticated, a direct warning from a foreign head of state about a major Hamas operation shortly before October 7 would be highly relevant to the history of pre-attack warning signs and decision-making. The key unanswered questions are what exactly was said, how specific it was, whether it was passed to the IDF and Shin Bet, and what actions followed.

The correct present assessment is disputed. What would materially change it is official confirmation or denial of the specific conversation, contemporaneous call records or memoranda, attributable testimony from participants, or findings from an empowered inquiry. Until then, this record preserves the discrepancy without converting either side's claim into established fact.
